The dream of establishing Postgraduate Program of Islamic University of Riau (UIR) has been initiated since the founders of YLPI such as H. Soeman HS, K.H. Zaini Kunin and UIR Rector H. Rawi Kunin, S.H.

period 1986-1992. To realize this goal, UIR Rector began to take steps by providing opportunities for lecturers for assignments and study permits for Strata 2 (S2) and Strata 3 (S3) levels both domestically and abroad. The establishment of UIR Postgraduate Program was continued by Rector Dr. Ir. Tengku Dahril, MSc after the death of Rector H. Rawi Kunin, SH.
In July 2000, a Preparation Team for the Establishment of UIR Postgraduate Program for Master Program in Law Science was formed, chaired by Dr. H. Syafrinaldi, SH, MCL. Efforts to realize the UIR Postgraduate Program resulted in the leadership of Rector Prof. Dr. Ir. Hasan Basri Jumin, MS, MSc. In September 2003 a permit was issued to open a Master Program (S2) in Agronomy Science with Decree No. 2283/D/T/2003 dated September 5, 2003.

So starting from that date, the UIR Agronomy Master Program Manager was formed, chaired by Drs. Maizar MP, through Decree No. 47/UIR/Kpts/2003 dated September 5, 2003 and was instructed to immediately operationalize the Higher Education Decree by admitting Agronomy Master Program students.

History has recorded that the Master Program (S2) Agronomy Science is the first independent Postgraduate Program on the UIR Campus. Five months after that, on February 18, 2004 the Directorate General of Higher Education granted the application of UIR Master Program (S2) in Law Science through Decree of the Directorate General of Higher Education No. 681/D/T/2004: 681/D/T/2004.

Based on the recommendation of the UIR Senate, the Rector issued Decree No. 53/UIR/Kpts/2004 dated April 1, 2004 appointing Prof. Dr. Syafrinaldi, S.H., MCL as Director of Postgraduate Program for the period 2004-2008. At the same time with the Chancellor's Decree No: 54/UIR/Kpts/2004 dated April 1, 2004 appointed Arifin Bur, S.H., M.Hum as Head of Master Program (S2) of Law Science for the period 2004-2008.In 2008, the leadership of UIR Postgraduate Program reappointed Prof. Dr. Syafrinaldi, S.H., MCL as director for the period 2008-2012.

Then the Director of UIR Postgraduate Program for the period 2012-2016 was led by Dr. Hj Sri Wahyuni, SH, Msi then for the period 2016-2020 was led by Dr. Ir. Saipul Bahri, M.Ec and the Director of the postgraduate program for the period 2020 - Now led by Prof. Dr.H. Yusri Munaf, S.H., M.Hum.

UIR Postgraduate Program continues to grow by opening new study programs. Now UIR Postgraduate Program has 8 (Eight) Study Programs (S2) and 1 (one) Doctor of Law Study Program (S3):
